It can be a very expensive business getting a pet of any kind, first you need the pet itself and then you have to get all the necessary equipment that goes with it, not to mention any veterinary requirements, such as innoculations.
www.gumtree.com has listings of pets to adopt and some are offered free - but remember the old saying though "never look a gift horse in the mouth", which basically means not to look too closely as it is probably very old! Local papers and shop ad boards will also have adverts for "free to good home" pets too.
If you want a dog, get chatting with you local dog walkers, they usually know of any local dogs in need of rehoming and it could save the dog the stress of going through a rescue centre, and every neighbourhood has a "cat woman" who will be the one most people turn to first when a cat needs a new home.
Internet Pet forums can also be another good place to frequent, backyard and accidental breeders of all sorts of animals will have pets they need to rehome, from fish to horses! Be careful in forums though, not everyone is what they seem to be, and never arrange to meet someone on your own or give out too many personal details.
